Philosophy
The outstanding researches in the area of the Act on Compensation for the Nuclear Damage have been continued steadily by the government study groups, however, it cannot be denied that such researches are recognized as a special territory of laws for the limited specialists. Therefore, it is practically nothing to influence to the general theory of compensation for damage. Moreover, the previous arguments relating to this area have been always presumed the overseas extensive nuclear accidents such as the Three Mile Island and their precedents. We are encountered with unforeseen difficulties during the settlement of the Fukushima Daiichi Nuclear Power Plant Accident, and caught in a dilemma of traditional theory of compensation laws.
The Center was established for the purpose of pointing out multiple issues with the Fukushima Daiichi Nuclear Power Plant Accident, by means of not only the theory of the Act on Compensation for the Nuclear Damage and the general Compensation for damage, but the public policy standpoint, additionally.
The following members with this Center ( an official position as of March 1, 2015) are the young officials and legal practitioner who have participated in the drafting and deciding on the original plan of guidelines at the secretariat of The Dispute Reconciliation Committee for Nuclear Damage Compensation which were established for the preparation of settlement for the Fukushima Daiichi Nuclear Power Plant Accident. After that, they involved in the administrative management of compensation. And they are continuing the study at the Center as also honorary professors.

Activity
The research activities with Nuclear Damage and Public Policy theme are held by the Center members in addition to assemble leaders and well-informed persons. The results of consideration will be announced through conducting a symposium and publishing a thesis.
